Job Summary:

The Senior Rail Engineer is responsible for providing Rail subject matter expert input, direction, and support to Bechtel’s Rail prospects and projects in the Asia Pacific (APAC) Region. This will involve input throughout the project, from bid phase, into design, construction and installation, integration, testing and commissioning, and handover to operations and maintenance. This can involve at times spending majority of time on single Rail prospect or projects to get through specific or mobilizing to projects full-time to support through the full lifecycle. The individual must be able to;

  • make authoritative recommendations that have an impact on related activities of the Global Business Unit, APAC Region, Rail Sector, Project or Function;
  • negotiate issues with top-level engineers and officers of client companies;
  • demonstrate accountability for the quality of engineering services and the timely and profitable completion of commissioning activities on projects;
  • manage the process of review and structured input to projects during the design phase for safety and operability;
  • participate in supporting Rail business development efforts;
  • make day-to-day decisions within assigned areas and make recommendations to senior management regarding policy and procedure;
  • take responsibility for an assigned area of a prospect or project for review of project designs and recommendation of changes to design so that projects are safe and operable; 
  • understand technical risks and develop and communicate plans for their mitigations;
  • demonstrate grasp of safety-critical issues associated with construction, testing, and operations of new or modified railways; and,
  • participate in cross-functional activities and meetings such as risk and value management workshops, schedule reviews, constructability reviews etc.

Job Responsibilities:

  • Reports directly to global Rail Sector Lead and functionally to Engineering, and under the oversight of the Asia Pacific regional management. 
  • Plans, develops, coordinates and reviews Rail engineering work within a discipline on a prospect or project.
  • Supervises the day-to-day work of technical Rail of discipline engineers, specialists and designers.
  • Prepares and/or oversees the discipline estimates and work plan in accordance with prospect or project scope, schedule and budget, and manages implementation and performance accordingly.
  • Estimates staffing needs and schedules and assigns work to meet schedule dates.
  • Coordinates with client representatives as approved by the Bid Manager or Project Manager.
  • Reviews and approves key Rail engineering documents and drawings.
  • Ensures engineers are supervised, objectives set and managed, and provided with required training for professional development and registrations.
  • Provides Rail testing and commissioning inputs to project bids and plans, in consultation with Commissioning Functional Management.

Job Qualifications:

Bachelor’s Degree in engineering leading to Chartered Engineer status or equivalent
20+ years’ experience in the Engineering, Construction and Project Management of major Rail projects; of which 10+ years’ experience gained in Asia-Pacific / Australian Rail projects

  • Experience in Rail business development activities, ideally in Asia-Pacific / Australian Rail environment 
  • Rail technical knowledge of engineering, start-up, calculations, applications of engineering methods, and general applications of computers to engineering problems.
  • Knowledge of Rail industry and regulatory standards and design criteria
  • Extensive knowledge of administrative practices.
  • Skill in negotiation for dealing with clients.
